Steve has a passion for construction. A self-proclaimed adrenalin junky, he loves the energy on bid day – the organized chaos and deadlines are what get him moving.

Nearly 25 years ago, Steve joined his family and became a fifth generation Welliver to work in the construction business. Starting with small jobs in the office and laborer in the field, he soon became fully exposed to all areas of the company. During this time, Steve earned a reputation throughout the construction community for setting higher standards for himself and employees.

As Executive Vice President, Steve oversees all of the pre-construction services for the company. He collaborates with clients and our in-house team to create smart, flexible, and sustainable construction execution plans. In addition, Steve leads the procurement process, one of the most critical areas that will impact the cost of construction. He knows that one bad decision can cost the project and selecting the right sub-contractor makes all the difference. Leveraging long-term professional relationships, he matches sub-consultants and suppliers who are the right fit for the project, will perform the job at the required levels, and offers the most competitive pricing.

A graduate of Elmira College, Steve is committed to making the world a better place one construction project at a time. He is active in several professional organizations including the Southern Tier Economic Growth, Chemung County Historical Society, and American Society of Healthcare Engineers.
