
The Greater Binghamton Airport Terminal Renovation Project involved a comprehensive upgrade to modernize and enhance the facility. The scope of work included the demolition of the existing restaurant and meal area, business center, boarding lounge, and passenger boarding bridges, as well as exterior improvements to parking areas and rental car lots. A geothermal well system was installed beneath the existing rental car lot, along with all necessary restoration work, landscaping, and visitor facilities, including TSA entry and exit points. To ensure uninterrupted airport operations, the client required the terminal to remain open throughout construction. To achieve this, Welliver implemented a phased approach that included creating a temporary hold room and boarding lounge, installing temporary boarding facilities and restrooms, and reconfiguring airside pavement markings to accommodate temporary aircraft parking. Additional work included the installation of rooftop units, electrical switchgear, and life safety systems.
Broome County initiated this project to provide a more inviting and functional experience for travelers flying to and from Binghamton, NY, while also creating updated spaces for current and future tenants such as Delta Airlines and Avelo Airlines. Welliver served as the Construction Management Agent (CMA), working closely with the client and general contractor to monitor progress, document activities, and ensure timely communication regarding any delays or issues. Our team played a critical role in coordinating construction phases among the GC, design team, and client. The project was divided into four phases encompassing demolition, renovation, new construction, exterior and interior improvements, storefront and curtain wall installation, MEP installations, and rooftop unit replacement.
Several challenges arose during the renovation, including the discovery of asbestos in multiple areas. Leveraging our experience, Welliver coordinated with certified testing agencies, implemented safety measures to seal off affected areas, and managed asbestos removal efficiently to minimize schedule disruptions. Additionally, maintaining full airport functionality required extensive coordination with the Department of Transportation (DOT) and Transportation Security Administration (TSA). Through strategic phasing and meticulous planning, Welliver ensured construction activities proceeded with minimal impact on pedestrian traffic and airport operations.
The client greatly benefited from Welliver’s commitment to detail and proactive communication. By keeping the airport operational throughout the renovation, Broome County maintained existing tenant contracts and revenue streams, while successfully delivering a modernized terminal that enhances the traveler experience and supports future growth.
